To me, this song is about somebody drowning in some sort of sorrow after somebody drowned metaphorically or in reality. Sometimes, when somebody passes on, a loved one might drown their sorrows in drugs, alcohol or just old-fashioned isolation. The loved one will inevitably drown in the pain and sorrow of losing that particular somebody. So, in a way I think drowning may refer to both people instead of just one. That's just my broad interpretation.
