I don't know, it seems to me like the song is just literal. He's talking about what it would be like with a burning California. No sun, no smilies, everyone feeling physcially horrible that they can't go home or stay home. And he's just waiting for the day that the fire goes out and everyone is happy to be home and every city is happy to be lived in.
There is probably some sort of message, but nothing I can see.
