I belive it's about gambling...because gambling is considered a "sin", hence "I ain't no workin man, I got the Devil's hand..rollin sixes"....
That's just my interpretation. It seems to me that Portrait of the American Family holds a lot of references to modern day families, in other songs as well such as "Wrapped in Plastic" in which he refers to people who keep their furniture wrapped in plastic to "keep the dirt out"..
