I don't know what this song mean exactly, but I have to say even though I like Skip SPence's original version better I have to say Beck's cover is totally genius, and if it weren't for this song I never would have heard of Skip SPence to begin with.
As far as what the song means I always felt like it was about following someone you love and hoping they'll notice you and come over to say hi or something. But that's just what I think.
