I think it's about the conflict between god and suicide, the "resolve" being suicide, and "climb onto the track" being the method. because in a lot of christian branches, it's preached that those who commit suicide are sent to hell, the singer is hoping that god will be merciful and understanding of her choice and asks herself if she's "saved" and finally relieved of her pain, or "damned".
