I think it's about the process of indoctrinating society with morals, and not encouraging people to question authority, where morals come from, or why (or why not) the morals we imbue our children with are right or necessary. After awhile it just becomes easy to keep passing down the same morals from generation to generation, whether or not we find them wholly agreeable. It's also saying that people wouldn't naturally choose these morals for themselves necessarily, and that we have to mold peoples minds to keep them in line with society.
