I don't see the drug reference at all. I was going to mock the people who said it was by pointing out the "Charlie" is also a slang for the Vietcong, but then someone was serious about it and I nearly died.
If you read anything that Anthony has said about "Stadium Arcadium," he says that the reason why they got 28 songs out (well, more, actually) is because they were all in love at the time and things just flowed.
It's MUCH more likely to be about imagination and love ("get the message on Flea's fist") rather than drugs.
