The reference to Miss Anne Thropy is a scarcely noticed pun on the word misanthrope which is defined as a person who bears a great hatred for humanity. It is not a reference to lycanthropy. The refrain "all hope lies in eclipse" is likely meant to simply say that hope lies doused in shadow.
Although I do not neccessarily believe this song is about Hitler specifically, it does seem to fall in line with the concepts thereof. For instance:

Hilter saught to purify the world of undesirables.
