The whole Mexico/US border thing makes sense to me, but my first interpretation of this song was that it was about Tony Hajjar's life in lebanon. It says "count you blessings, your the lucky one", i though that might refer to his family being one of the only few that survived the attacks in lebanon. the lines about the scene haunting in dreams may refer to watching his friends and neighbors die.
