This song is about a story Andrew Bird read about a boy who's brother, while standing in front of a window drinking a glass of milk, was shot to death. The brother watched as the window shattered, and the glass of milk fell to the floor. He, I imagine, felt entirely helpless as he witnessed the end of his brother's life.
Somewhat coincidentally, the shattered glass from the window flew through the air, and the shooting claimed yet another life as the glass cut through the rain, and killed a woman who had got in the way of the intentions of the wind.
This song obviously deals with the idea of fate, and how certain things are completely inescapable and completely unpredictable. Bad things happen, and sometimes there is nothing we can do to prevent them, they just happen by the winds of chance. No one is to really be blamed, save for maybe the will that the wind chose.
