The silence could represent the silent majority of this land, where mostly everyone succumbs to their surroundings, and leaves issues unstated. These newly borns are surrounded by humans who "live like penguins in the desert", and many may follow the penguins lead.
The chorus sounds like it is in the perspective of someone who is passive. It almost gives a hopeless vibe: that no matter what, it is impossible to escape the slumber we have fallen into.
