Its been said before, but 12:97:24:99 someone simplifies to 11:11. I just it was interesting to note that they believers of the 11:11 religion, worshipers, whatever you want to call them believe that at the end of the world, 11:11 will appear in fire in the sky. Can't remember where I found that, but I specifically remember that piece of information.
That's why I think its placed where it is on the CD, right before "The End of All Things to Come." It just fits perfectly.
As for the translated lyrics, I think it ties into the song that follows it. They seem to be talking about destroying the world not to be destructive but to start over and create something mroe wonderful. To do this, you need to change the way you think and expand your boundaries, or something to that effect.

Also to add, I'm pretty sure its eleven seconds of silence and not twelve. I know its not that big of a deal (oooh! a second!) but it ties in better with being eleven.
