"The city of delusion" is DC.; "fortress your beliefs/ touch the divine" references religious conservatives; the "All Seing Eye" i think has to do with the wire tapping; "all your theories turn to dust "is obviously iraq and the non-existent weapons of mass destruction; and the 4th stanza is a reference to the present war
