Perhaps because I am in this situation, but I take the meaning of this song as being about people who are not really taking control of their lives.
The fox in the snow is starving because he's too scared to venture outside, the girl hides in her books.. The boy on the bike I like the most because to me it shows how he just keeps riding even though it's not doing anything for me, because he's too scared to break the habit, even though it's hurting him. It obviously doesn't just apply to riding bikes. :P
In the end though, like caitsith01 said, there's hope, in that the kid actually does somethign with their life instead of just wasting it, hiding away in the snow or in books or in mindless routine. That's just my take on it though. :) I love this song so, so much, I just wish I could listen to it. :P
