I think this song has two meanings. One quite simple that is explicit about a guy jumping off a building as he nears the concrete he watches people staring and turning their backs as he is about to make impact with the floor.
The second meaning is like a methaphor. About a guy falling out off grace (that is represented as the building) and the concrete is the simulation of his downfall. The people turning their backs on him are people giving up on him when he need them the most. I always liked this second meaning better but... Im not sure of which tom was refering.
