I don't know if there is any meaning to extract from that, other than a reference to the previous line. But then again, maybe it does.
When put together, those two lines could be taken to mean that extremely difficult times have befallen us, and we as regular American citizens are trying our best to live our lives the way we intend to, despite all of that. If you want to take it literally, we're just crawling underneath the noose to keep from getting hanged.
