This will be a little vague but hopefully short and to the point. He's apparently talking about those who cause trouble and bring about disaster but do so in a way that we don't notice it or think they're doing wrong, like the wolf in the sheep's wool if i'm using that correctly. It almost seems more judgemental towards those who don't know that these people are faking or do know and aren't doing anything. Yeah....might be confusing how i put it.
