The last bit is about "Starlight tours", where members of the Saskatoon Police Department would drive natives (being native in Saskatoon was the rough equivilant of being black in LA) to remote parts of the city and make them walk home in sub-zero prairie cold. The earliest known starlight tour occured in 1976 when an officer was suspended for taking a woman 8-month pregnant woman on a tour. The issue came to public attention around 2003; with many inquiries and inquests into the deaths of Neal Stonechild, Lawrence Wegner, and Rodney Naistus.
