Sigh... It's obviously about a person blackmailing a girl to sleep with him.

That's pointing to the fact that no one WANTS to do anything wrong, but people will do anything for cash.

"When i was young my mama gave me some advice She said boy don't you know everybody's got a price?"

His mother taught him from a young age that everyone is exploitable. This is where his mom's dialoge ends.

"I make lots of money, I make more money than you I drive around in my limo that's what I was born to do And i might like you better if we fought together If its not to be noted i got somethin' better for ya"

Personally, I think is "I'd like you better if we fucked together" because this guy is obviously a rich asshole and "fought" doesn't make sense in this context. He drives around in his limo looking for people to exploit, showing that he doesn't slink around in the dark. He's proud of what he does cause it makes him powerful.

"Naked pictures, of your mother Naked pictures of your mother Naked pictures, of your mother GO!"

He's blackmailing the person by threatening them with naked pictures of their mother. Now, how would a person get hold of naked pictures of someone's mother?! He said in the first verse: "everybody's got a soul to sell", implying he first paid your mother to pose naked for him, now he's using these pictures to get to you.

"I dropped the bomb on Japan I was a hostage in Iran I'm the ugly american Now, I'm a government man A government man!"

So now we see where he gets his contacts and money from. He's a CIA or FBI guy that's abusing his power for his own enjoyment. He's a war hero, so you can't get him arrested and he knows it. So now he's blackmailing you with naked pictures so that he can do whatever he wants with you.
