My tip off was the line about "This is how the World ends...Again"
in Hollow Men the final lines are "This is the way the world ends, not with a bang but a whimper."
The entire poem is about looking back on life and the people within it, the "Truthless Heroes" and "Hollow Men" and seeing how meaningless and empty the entire ordeal was. In an apoclyptic prediction he presumes that society will eventually just choke itself out rather than a doomsday sort of drama.
So, if we look at it from this perspective the character is perhaps looking back on the futility of his life?
