I think they're trying to give LA a different outlook. I think they're look at it as a place to escape to where their dreams can come true. Especially the last part:

Where people live together,
Try to understand
GIRL isn't a real girl, it's the city. He's hoping this'll be his big break and his chance to be free and do something he wants to.
