Sounds to me like it's about global warming. Staring off about all the trains and cars that gave out all the gases that started it, talking about it being a "time bomb". And the whole theme of the flood is ver Thom, don'tcha think? He mentions it in a lot of the other songs on The Eraser. He moves on to talk about how the force of nature is totally unstoppable and we can't do anything to stop it if we ignore the warnings.
Seems a bit oversimple, though. It's a bit obvious... I'm sure someone will come along and totally rip my interpretation to pieces at some point. =P
