Let me just say this: for the first Kingdom Hearts theme, Simple and Clean, I first heard it in English, and I thought it was pretty great. I've just recently gotten my hands on the original, Hikari, and it's so much better. For this, I first heard Passion, and only heard Sanctuary much later. Sancutary sounds very silly after being first exposed to Passion.
However, the important thing about this is not that Passion is in Japanese, and therefore superior, but simply because it is the original. Translations of songs never turn out quite as good as the original. They lose feeling and meaning in the translation process, and often (as in this case) the words sound forced. Therefore if this had been originally written in English and then later translated into Japanese, I'm sure the English version would be better. However, it was not, and that means that Passion is far superior to Sanctuary.
In the English, the lines don't rhyme as they did in the Japanese.
That's about the only major difference in sound.

If my memory serves me correctly Utada Hikaru was originally planning on a U.S. career, but someone suggested that because of her sound she would probably have more success in Japan.

@Si-chan This makes no sense, especially due to the fact that Sanctuary is the original song. Not Passion. The lyrics to Sanctuary existed before Passion, and Utada was even on interview saying that it was difficult to come up with the lyrics to Passion.
