I might be totally off base on this, but my personal interpretation is that it's about some kind of "Forbidden" love. I kind of think of this song as maybe about a gay couple living in a conservative area- "They form commissions trying to find
The next one they can crucify"- who are kind of scared of everything that's going on around them but love each other more than anything and create an "Easy Silence" for each other. Again, I'm taking a lot of liberties here, and the girls probably didn't intend the song that way- It's just what comes to mind when I hear this song.
