I feel this sing is about a group of friends or people. I think the narrarator is pointing out a problem or a way of doing things that is know by the group to be inefficient or not right but they all keep doing it because no one is brave enought to say anything.

shaking in dismay
cuz everyone's afraid"
I think they just reinforce this n the chorus by saying
"we need another way"
But is alos adding that something really horrible would have to happen to get anyone to speak up.

but it takes so much more
for anyone to say
we need another way
but if we wanted one
we'd do it just the same"
and that if they found another way they would end up changing back to their old ways.
The second verse is a little more challenging but I think it's saying that even though this darkness is coming everyone is
"soaked in sun"
and pretending it's alright.
Twoards the end I think the narrorator is beginning to get annoyed with all this and is starting to speak up a bit but needs others to follow it through.

and she wishes she could stop this all.
