I see this song as kind of a symbol of the downfall of society. I think "the world's changin' for the worse" is a recurring theme in the hip's lyrics. The Mississippi river is a great symbol of the power of nature. In the midwest (Minnesota) it is just gorgeous. Down near New Orleans I picture it as being significantly less natural and more polluted. So it's still got a piece of that natural beauty, but it's slowly dying, and so is nature; so where's that leave our future? Is it inevitable or can something still be done? I don't know, that's just what I get out of it.
