I think the Pet Shop Boys intended this song to have far more meaning than the Village People did.
Watching the video the song has to be about the fall of communism, however you get a hint of sarcasm that perhaps the west isn't that much better at running it's countries.
The Village People original certainly seems to me to be less political, perhaps svenqurk's comment is correct on that one.
