I would assume since Tom Frampton is a folk-punk artist, he's an anarchist. Anarchists would be for opening the Mexican border, so I take it that's kind of what this story is. It tells us about some guy who'd give up his life in Mexico to find a new one in America. And sadly everytime he tries to come here those border patrol officers stop him. Now they treat him like a criminal just because he wanted a better life. Everyday he dreams about leaving still. This is a really good song. I wish more artists would deal with this issue.
