Everyone is slightly correct on the meaning of this song. It's really a critique of American society as a whole.
The lazy gun is methaphor for the juxtoposition of American tendenicies; both warlike and lethargic. We promote 'youth culture' (hence the colors in you hair bit) and violence. The TV being 'messed up' refers to the promotion of idealogies through media, and the skew that represents.
The song also speaks of eveyone being apathetic and going from the day-to-day in a homogenized land--"wear a name, be the same" (like working at McDonald's, wear a unifrom, have the nametag, no self-identity--time flies by and nothing changes. There are also some tones about the environment with "who's the enemy...," in which an unseen force is depleting energy (or something toward that effect).
The song is political, refers to the American culture mainly with some possible undertones that it's the government's fault. There you go, that's my two cent's worth. :)
