This is a beautiful song. It's based on a few made-up stories that could basically happen to anyone, anywhere and at any time. Richard said something about seeing bunches of flowers by a lamp post and wondering about the story behind it.
Btw, I'm fairly certain that the line in the chorus goes...
'And the press move into town'
This is referred to again in the middle section...
'Watch them move out as fast as they can
Leave the broken hearted with their pain'
This couplet refers to the way that the press tends to linger around families that have recently suffered some kind of tragedy, rather than letting them deal with their grief in their own way. I've always thought that was disgusting, and yet people seem to just let it happen. I'm glad that Richard has picked up on that.
