It seems like the phrase "Hey Boy Blue is back!" signifies that the hero is very dear to the small town, which has seen him grow up there into a mighty man. Though less important than the meaning, I want to say how amazing the music is on this song. i particularly like the strings in the instrumental part between the two main stanzas/parts of the song.
