obviously, on mardi gras, if a girl flashes someone, they are supposed to give her a string of beads. there's a big crowd there, but he only sees her and himself. when he says "what they want to see, however, you might be more hesitant to show" he's talking about her being hesitant to flash them.
but also, i think it goes deeper--it's not necessarily just about mardi gras, but perhaps in general, he wants her full attention and she's not giving that to him--and she's not allowing him to give her his full attention either, because she's still looking for other people.
