I don't think it has anything to do with the punk lifestyle. He is talking about a working class man with a family (someone like a school teacher who doesn't make alot of money, someone who has to cut coupons, & someone who has trouble making
ends meet) They don't eat expensive meals (hence the crumbs) The reason I say all this is by the line about pension. That indicates a man who works all of his life at a crummy job and can;t wait to retire to collect his pension.
