to me this sounds like its about some guy that loved a girl yet she did not love him back, and she was on a train, so he waited on the tracks in his car.
"i recognised those bloodshot rear view mirror eyes as mine." - telling that he has lost sleep over her, and he saw his eyes in his car mirror while waiting on the track.
"i almost drove away" - from the tracks?
" but megan,
i had a feeling that you would be on that train so i just waited there for you" - waited on the tracks for you
"everyone was standing in a line between the landing and the stairs." - a crowd gathers at the smashed up car on the stairs that go over the railway to see the wreckage.
thats my interpritation, i may have got it slightly if not completly wrong.
also isnt the "better" part supposed to be "butter"
