The song goes through the times of the day [dawn, midday, sundown, etc.]..and they could just stand for moments in life;
Dawn: the beginning. "Wooing the blue from the crawling eyes of babies." Everything is fresh and new when you're born. [Babies eyes are usually always blue], and we "woo" at them because they are pure and innocent and beautiful.
Midday: Middle Age[or teen years]. "Vanished. grinning through the sweat pores of harlots and whores." We obsess with sex and grow out of innocence and sweetness["vanished"].
Sundown: towards the end. "Opening a cloak of tentacles...preaching the gospel of cracked crystal beaks." Older people seem to be more religious. Possibly trying to make up for being feinds before.
Dusk: The End of Life. "Peeling back the birth skin like wrapping paper around a virgin. vanish again." I'm not really sure about this one. Maybe referring to being forgiven and then...dying[vanishing again].
Twilight: the birth of another human/s. "march on electric children!"
And Mr. Electric could just be God himself--or "Death"-- claiming the dead. "Mr. electric disappears and re-appears like a smiling/snarling phantom." As in, death comes and goes in people's lives, so he, "Death," dissapears and re-appears as the generations move on and on, as more people die.

Like, we keep producing more children, who will eventually die. And he will keep coming for them.
