I'm probably totally wrong, but I feel like this song is how we elect morons for politicians. It really reminds me of Dubya (although I know this song was written beforehand), but it could mean any politician or person with public authority.

The Gods tormenting him with with slabs of rain feels like a reference to Greek tragedy, whose heros were tormented by the gods because a fatal flaw (hubris). He's Junior because he's an heir. He eats more cheese because he is greedy and self-indulgent, than time allowed because he goes over budget, yet still we put him in the limelight and stand him up proud. Verbal lashing him with spice is his political campaigns that make him look clever. He speaks the truth and tells no lies is obviously a sarcastic remark about our trust in him. He's been masturbating since the Fourth of July, because he uses American pride as a tool for people's trust but then uses it to indulge himself. Of course, the truth comes out and the man feels he is now tormented by the gods.

I'm not sure yet why he doesn't like faxes and phones, that's the only line that doesn't fit for me. But conclusively this guy is an arrogant moron who was a stupid even as a kid (he used to spin his little sister in the washing machine).
