Seems pretty clearly to be about someone wanting to commit suicide. He can't seem to acheive what he hopes for, he keeps getting hurt by people, and can't get answers to his questions. So he's jumping off a skyscraper to escape it all.
What seems a bit odd to me is that the writer seems to be putting this in a positive light. Its as if the writer is pleading to God to "catch" this jumping person because he's doing it for good reasons, if that makes sense - he's doing it because he feels he "doesnt have anything to offer you", and because his good hopes and dreams are being "deferred". It doesnt seem like a sad song, given the topic. Anyway, that's just the impression I get.
