I think the title of the song itself is just taking the piss out of the iraq has wmd bull. And the song powerfully urges us to look at the fact that it is the problems with the human race are the weapons of mass distraction. the repitition of "inaction is a weapon of mass distraction" as it is speaking to the listener directly, forcing you to look at the fact these problems are caused by you too.
Finally the war in Iraq was hugely unpopular in the UK so the song will be interpreted differently in America.
