It should really be sung by a guy to make proper sense, but you can always twist the meaning. "The boys of summer" is a metephor for her past. Summer is his past. The best times she had were with the boys of summer. Her friends or boyfriends etc. "I can tell you my love for you will still be strong after the boys of summer has gone" means she'll still love him after all his best years have gone
