I didn't think this song was about sexual ambiguity although I can see how someone might have that view of the song

I always thought it was about the religious divide in Ireland. a real Romeo and Juliet sort of situation because he's in love with a girl on the other side, enemy religious views but in love with her non-the-less. He's simply fallen in love with soemone of the other religious view,

"I can't see much of a future
Unless we find out what's to blame" : Which is the right religious view?
"And we won't be together much longer
Unless we realize that we are the same" : Even though they love each other, their religion gets in the way, they both think they're right and it effects how they see each other
