I don't think the message of this song is explicitly didactic, it's not telling us to care about anything. It's more of an observational take, like being an invisible witness and taking a snapshot of the world as it currently is. After all, the chorus line is "I'm just taking it in."
But still, it does invoke strong images of the poor and downtrodden, refugees and criminals. With the message that the world can change just like that, it speaks to those of us above the slums and says we shouldn't take for granted what we have already.
