I think the rebellion thing is close but I don't think the narrator is the rebel. I think it's about a guy who's looking at all the cool kids on their motorcycles and wishing he could be one of them. He sees them going free (like kids playing hide and seek with authority) and listening to their rock and roll and he wants so badly to be one of them but deep down he knows he can't be. It's a look at the underside of the classical rebellious teenager.
