She's explaining how down her life is , how even when it's supposed to be good turns out bad.

THe rain represents the obvious bad things that can happen and the sun representing the something that is supposed to be good to her turns out to be bad or even worse.
" shine-i will not cry and i will not die"
Even though her hardships she is trying to not be weak (cry represents weak to her) she'll be there for herself at the least.
She will "shine" or rise above it.

She is either talking to God or to a boy she likes or perhaps even a friend.
I take it she's talking to God since it gives no other hints then that one line that could make it a person shes in love with or person etc.
