I always thougth the song to be about the movie "28 Days later", where the UK is overrun by a disease called "the Rage" which turns people into frenzied killing machines

"mind spins in fervor of murder's design" - They are completely insane only driven by the urge to kill
"unleashing our buried primal desires" - Infected people behave more like wild animals, not humans
