i disagree that this song is actually about the girl cutting...i think that the relationship was really harmful to her and it's a metaphor for cutting herself. in the begining she's saying how he's cutting her wrists--i think he hurts her and leaves her and now she's saying no one will ever be allowed to do that to her again. when she says

theyre bleeding and theyre frightened still i hold out both my hands:
no one in the world will ever touch me there again."
she's saying that it took him really hurting her to make her see the truth. and now she can show people how she's been hurt, but she won't let anyone else hurt her, it's also saying that even if he hurt her. she's never going to get over him or let anyone have the same effect on her.
