Many, many people have said this song is about the IRA bombings of Northern Ireland. Even knowing that the vast majority of U2 lyrics convey quite different meanings than they would appear at first glance, I can't see that in this song. To me, this song has always been pretty straightforward, or as much as U2 can be at least. Like many of their songs including "Electrical Storm", Bono's feelings regarding a particular region (Northern Ireland in this case) plays a large role in the overall feel of this song but I don't necessarily think that because of that the song is actually ABOUT the troubles of Northern Ireland.

"Love is Blind" is quite a popular saying and Bono doesn't seem to be straying too far from that quote in the lyrics of the song. I feel he's trying to convey in this song the message that falling in love is a scary process. One cannot fall in love without falling blindly. Regardless of whether he speaks of love between people or love of anything else, the fact remains that when love is involved, we never have any warning of what's to come. Love is blind. Love is unpredictable. It's uncontrollable. When you fall in love, you put your heart in danger of getting broken. I feel he's writing about the literal quote. Love is a dangerous thing because no one can figure it out. It may be the only thing that humans stumble into entirely blind to how much damage can be done if it goes sour.
