It blends light and dark elements, sounding sinister yet playful. Also, provides it seems to provide social commentary on city life (?). It is perhaps bewildering. I guess there is a reference to the "bit" in Tron (notice the yes/no part), that appeared as a sort of guide when Flynn was wandering around lost "inside the computer". In this song, it could represent one's conscience, among other things!
