I think its very romantic, one of my faves in fact... rain is a symbol of purification and a new beginning, and so maybe she's this guy's new reason and he's straightening himself out ("I confess all my crimes")... but she's not all over him to get him to change; "she sits quietly there like water in a jar" to me is saying that she's changing him in a quiet, non-pushy way just by being there... and also water in a jar is the only way you can gather rain into something solid or that you can hold. This song isn't about flattering the woman, it's about acknowledging all that she's done for him and everything she means to him.
