I get the impression that it has something to do with either a friend or a girlfriend who is self-harming/injuring, and I guess the scissors is just a nicer way to interpret a blade.

Could mean that he is trying to get her to stop, so save the scissors for something else, prehaps SOMEONE else, meaning, maybe, sometimes its better to hurt someone else rather than yourself.
