following with the apparent theme of modernism presented in some of the other tracks, I see this as possibly being related to global warming perhaps, or the potential for the end of human civilization maybe? No more winter/spring suggests global warming will put an end to this, and also "there will be no more dinner bells" possibly suggests the end of man and thus his artifacts along with him, no more people to ring the bells. No one to clap hands, etc.
Plus, "I've heard all your treasons, I've heard all your pleas", could correspond to politicans and their attempt to justify that pollution is necessary (their treason) and their "pleas" to justify polluting as a necessary act for economic reasons.
